The Delaware lottery, as its name says, is managed by the Delaware government. Delaware is a U.S. State located on the East Coast and bordered by Maryland, New Jersey and Pennsylvania.

The Governor of Delaware is the head of the executive branch of Delaware's state government and the commander-in-chief of the state's military forces. Delaware is the second smallest state of USA but hosts over 800,000 companies and more than half of corporations listed in the US stock exchange. It is now fairly well-known that gambling has not always been taken up with enthusiasm in the USA; as most people know, in fact, the United States adopted measures against gambling which might appear illogical or even contradictory.

To better understand the dynamics of this love-hate relationship between USA and gambling, we have to travel back in time. In 1769, lotteries played a very important role for New World’s newborn markets. However, many years later (in 1835) a “moralistic movement” was formed against gambling. Moreover, in the years between 1833 and 1860, all lotteries were even forbidden in Delaware, Missouri and Kentucky. After Wall Street crash in 1929, though, gambling was revalued and appreciated by US people, in the desperate attempt of re-launching US economy. Some years later, in 1947, Las Vegas became the Capital of Gambling.

In the recent years - after periods of boom and bust - there has been a significant “rebirth” of lotteries and online gambling in the USA. In August 2013, in fact, Delaware announced the launch of new platforms for online poker; only a few months later, at the end of October, the new platforms were available online. The user base requires the participation of many states, so Delaware initiated a collaboration with Nevada. Nevada is the first US state to launch online poker rooms in April 2013. New Jersey has recently joined the two states, recording the higher monthly revenues for e-gaming and virtual casino market.

In early 2014, Nevada and Delaware signed an agreement to allow poker games. Delaware is the only state to offer a new form of entertainment: sports games. In addition, the Gaming Act of Delaware (2012) allows Delaware Lottery to operate gambling in many different places: not only lottery agencies, but also grocery stores and bars. Therefore, online poker and sports games seem to be the flagship of Delaware Lottery.

In May 2015, however, Delaware saw a 42 percent decline in its revenues, but online gambling market suddenly recovered in September to a considerable 8%. Recently, three casinos provided with a regular license have been launching new mobile apps for iOS.

The agreement between Delaware and New Jersey concluded in September seems to be highly profitable. Furthermore, the Director of Delaware Lottery expressed his gratitude for the support of these two States which are fostering the growth of online gambling market in the USA.

US states which allow gambling. How to obtain a license to operate as an agent.

To date, Nevada, New Jersey and Delaware are the only three states where private operators can get a license for e-gaming activities (casinos and/or poker).

Anyone who needs to obtain a license to operate as an agent must provide all information required by the Director of Delaware Lottery. If the Director considers that the requirements are fulfilled, the operator can start his work.s
